If it is a board book, he can mostly manage to turn the pages himself. With regular paper it is more an indication that he is ready for us to turn the pages for him. Pudgy baby fingers are a little clumsy on thin sheets of paper.
He's been doing it for a bit more than a week and it has made him enjoy reading books together even more. Now that he knows how to turn the pages, he can turn them when he is done looking at them or look longer at the pages he likes best.
